2 sound cards ?

Several months ago, someone on this mailing list posted about
having success using 2 sound cards in a computer each simultaneously
being used by different software. I have been trying to do this, and
have been having a lot of trouble getting it to work.
Actually, by dumb luck, on one occasion I was able to get one
program to use one card and another program to use the second once,
but I have since made a change via the mixers, and can't get back to
that situation.
What is happening, is that the programs seem to have no control
over which sound card is being used, but rather just takes whichever
soundcard is activated via the mixers, and both programs I run seem
to take audio from the same soundcard. This varies a bit depending
upon which of many different programs I am running, but in general I
don't seem to have the control I had hoped for with respect to just
getting audio from a selected sound card.
If anyone has any suggestions on what I might be doing wrong,
please post. Thanks in advance.

BTW, running Win98 on a 700MHz Toshiba laptop with an internal
"Crystal Sound Fusion" sound board, and an external "Creative SB
Extigy" sound board.
