Microsat Launch Opportunities (sort of...)

The current DoD SBIR solicitation (http://www.dodsbir.net/solicitation/)
contains a topic from the Missile Defense Agency (click on one of
the MDA topic lists) that ought to be of interest to the AMSAT
community. The objective of topic MDS 03-072, "Small Payload
Support Module" is to "develop Launch Vehicle Small Payload Support
System that enables experimental payload launch into earth orbit."
During Phase I, the contractor is supposed to design a Small Payload
Support Module (SPSM). During Phase II, the contractor is supposed
to "Depending on funding, support potential launch and on-orbit
checkout/use."
It seems to me (not that that counts for all that much) that one
of the highest priorities of the AMSAT-NA BoD ought to be to
assist in finding launch opportunities. I would like to think that
they would be strongly supportive of any small business that wants
to submit a proposal on this topic.
(I just do networks, not mechanical engineering, plus I already
have more SBIR topics identified than I am likely to submit
proposals for. And, if anyone has a suggestion about how to
justify a ride on the Vomit Comet as government-furnished
equipment, please let me know...)
Even more free advice from,
