Dear Peter,
                You are right. KEO is a passive satellite ofcourse.
But it has solar panels as its wings. When it falls in ocean it is
supposed to float.
                What they mean by ``transmit'' is that it will
``convey'' the messages that it will carry  on "glass" CD's which are
supposed to survive 50.000 years.
                The sentence was taken from their poster so no
misinformation intended!! Hi!! Recently we had a informative lecture
in ISRO by the concerned officials from KEO.
                I guess they have got lot of money from UNESCO.
