[amsat-bb] UO-11 alive !

I confirmed today UO-11 was alive with 2.4GHz at 05:40-05:53 UTC.
The following frequencies were measured on 1000 Hz by FFTDSP,
and there were contained the error indicating about +2kHz over
than the exact value.
