Email Date: headers contain time zone information; if an email client
doesn't sort them properly, it's a bug. We'll still have to deal with
the Windows users who forget to set the timezone in their computer,
leaving the default Pacific zone setting.
We'll never know how many of them are actually in the Pacific zone, but
I often notice the others when I start getting email from several hours
in the future.
