Thanks for pointing that out.  My setup was aimed at a possible voice 
contact (and I even got THAT wrong!).

For information of anyone else who is interested...  here is the complete 
ISS frequency plan from http://www.amsat.org/amsat/news/wsr.html#iss :

Worldwide packet uplink: 145.990 MHz FM
Region 1 voice uplink:      145.200 MHz FM
Region 2/3 voice uplink:   144.490 MHz FM
Worldwide downlink:        145.800 MHz FM
TNC callsign RS0ISS
