[amsat-bb] AO-40 Update

ALON/ALAT is now approximately 25/0

Eclipses will begin within the next several days.  The schedule has been 
modified, as of the next orbit (816) to switch off the middle beacon from 
MA 30 to 60.  Note that the V-Rx sessions have been discontinued for now.
