Not in this part of the world.  Sure, the radios will _tune_ in 12.5 kHz
steps, but the Tx/Rx bandwidth is somewhat wider, and channels would need to
be at least 20 kHz apart to avoid adjacent channel interference.  Narrowband
(for 12.5k spacing) FM is only available on some (usually the more
expensive) radios here.

Putting the channels on a multiple of 5 kHz also makes Doppler compensation
easier, as most radios offer tuning steps of 5, 10, 12.5, 20, 25 kHz, etc.
