Exactly what you had mentioned: needed to add the -d parameter when using 
pkunzip (old dos version). 

Also, for those using WinOrb for the first time: 

To update kep data in the database:
Extract data from a source and save it using Windows Notepad.
Enter dos, switch to the directory the file is saved, rename with .kep 
extension.
If WinOrb doesn't read the .kep file, rename using .2li extension.
