It's reasonable to presume that the beacon would always be in the same band as the transponder downlink. If you near a beacon on 10m, the transponder should be in Mode A. If you hear a beacon on 2m the transponder should be in Mode B.
It's worked for me so far. I've never tried to see if a transponder is working when I don't hear any beacon.
