Of course it can. The only deficiency (if you want to call it that) is that
it's not a
full duplex radio. You can't hear yourself while you're transmitting. Other
than that
it should work fine on the FM birds.
Suggestion is that you should use the 'A' band for receive and the 'B' band
for transmit,
as the A band has better receive specs. An Arrow antenna will make a world
of difference.
