BTW libration is very much a factor in doing eme.  MoonBouncers know that
the Moon subtends about 1/2 degree and the Earth from the Moon about 2
degrees.  This implies tenths of degree pointing ability and stability!
That is not easy, believe me!  Above 6 GHz eme signals are so phase
modulated by libration that there is hardly a note to CW signals...sounds
more like auroral "buzz"!  {so I am told}
