Hi Karl,

You probably just need a motor start capacitor for the EL rotor motor.  The
older EL rotor used motor start capacitor mounted in the control box.  The
newer model has the capacitor inside the rotor.

You can test the EL rotor by hooking it up to the AZ  connectors on the back
of the G5400B control box (since the AZ rotor still has the capacitor inside
the control box).  If it works ok there, all you need is a motor start
capacitor.  You can hook it to the # 4 and 5 screws external to the control
box and let it dangle.

I got a large motor start capacitor from Mendelson's in Dayton and use it
this way when I using my old rotor.  When I put up the new rotor, I take it
off.  I have c couple spares and could send you one if you need it.  Send a
couple bucks for postage.
