V-band uplink vs. U-band uplink on AO40

I finally found the description of the AO40 antennas on the AMSAT web site:
http://www.amsat.org/amsat/sats/phase3d/antennas.html <http://www.amsat.org/amsat/sats/phase3d/antennas.html>

The V-band 3-element array of folded dipoles should have a gain of 12 dBic.

The U-band array of 5 patches should have a gain of 15 dBic.

With 9 dB less path loss, the V-band uplink SHOULD require 6 dB LESS power than the U-band uplink. So it appears that the actual V-band uplink is about 15 dB less sensitive than intended (a very rough estimate).
