Actually the winds are quite strong at 100k feet and higher, 60 to 100 mph
except for the two short turn-around seasons in spring and fall when they
stop and then reverse directions. It goes toward the East in winter and
West in Summer. Most high altitude scientific balloon flights prefer to
launch in the turn-around seasons so payloads stay within telemetry range as
long as possible.
