I don't know whether there have been changes recently, but 5 years ago it
was illegal to export encryption software from U.S. territory or from any
subsidiary of a U.S. company in any location in any form (including verbal)
without Commerce Department approval. Prior to that approval was required
from the National Security Administration. Export regulations placed
encryption software in the same category as nuclear weapons materials and
satellite technology. The one exception was that you could print it in a
book since the first ammendment to the U.S. Constitution overrode any
Executive Order.
