Well, there are three BBS mailboxes on orbit. One on ISS and two on PCsat.
The bottleneck is that they were not designed for space and so the
CONNECTION protocol is totally inefficinet in space for use over
populated areas.  But  the PCsat mail  box is available to anyone who has
a special need (DIstant travelers in remote areas)... but so far, no one
has asked for special access.

Second, you dont need a mailbox, since whenever PCsat or ISS is inview,
you can send LIVE messages to anyone on the planet via the APRS system or
EMAIL which will be delivered immediately via the internet.  So in fact,
anyone anywhere can send packet traffic now... AND it can be to anyone,
not just those on the satellite, since it is all linked into the worldwide
APRS system...

But I do agree there is lots we can do with other digital modes too...
