Internationally, history on this subject is long and adequate. No
administration has ever questioned the need to maintain adequate command
and control of an amateur space station. As a practical matter,
frequencies used for command and control are NOT published, adequate
security measures are accepted, and nobody makes a fuss.
In the USA, the FCC was asked to account for this commonly accepted policy
in its Rules and Regulations and, so, they did. Was it absolutely
necessary? I doubt it. We got along fine before the Rules were amended. I
wouldn't make much of a fuss over it not being in the UK Rules.
