[amsat-bb] PCcsat GPS testing

PCsat GPS:
Today I commanded on PCsat's GPS and within 4 minutes it had a fix.  THis
is without having any new KEPS since January, so moving at 17,500 MPH it
was still able to estimate where it was so that its GPS could get a lock.

All next week we will probably command the GPS on for about 8 minutes
during high passes over Maryland to give the GPS a chance to charge up its
memory backup  battery.  This will make sure the GPS is ready for June
when we get 3 full weeks of full sun.
