AO40 transponder schedule

Is there a reason (power budget?) why the AO40 transponder is switched off at MA140 while the squint is about 15 degrees?

The squint is below 20 degrees well past MA140.  If necessary to conserve power, the transponder could be switched on at MA25-30 instead of MA15.

I know the controllers have better things to do than make daily adjustments to the schedule.  But it seems to be time for another change.
