A [closed source] equivalent to having the functionality of Phil KA9Q's IP
over AX.25 Linux kernel in Windows would be to use the SV2AGW packet engine.
To use the IP over AX.25 functionality costs a nominal fee (USD20 or so I
think). I believe that the software is gratis if you don't use the IP over
AX.25 facilites.
If, alternatively, you want to roll your own front end without using IP over
AX.25, the SV2AGW AX.25 API is public domain and has a number of calling
methodologies including using TCP sockets or standard Win32 API calls.
The SV2AGW packet engine includes soundcard drivers for 1200 AFSK and 9600
FSK, or you can use a plethora of other external modems.
