[amsat-bb] AO-16. Is the sent telemetry correct?

It seems that the telemetry of the PACSAT is deteriorating.
Is the sent telemetry correct?
For the received observations, the channel H' 010 / +10V Bus, it is fixed,
it doesn't reflect the sum of the batteries voltages.
