Yes Gene. The transponder inverts. You need to transmit a LSB signal on 2 
metres to hear a USB downlink on 70 centimetres (or centimeters in your 
case I guess). This also means that an uplink signal (ignoring doppler of 
course) at 145.900 MHz produces a downlink on 435.900 MHz, while a signal 
at 146.000 MHZ will be heard on 435.800. As you tune your Tx up the band, 
you must tune your Rx downward. Rigs like the FT-736 and 726 have a "REV" 
switch postion to track the VFO this way.
