[amsat-bb] AO40 J & K block decoder

I am looking for a program to read the WOD data in AO40's J and K blocks.
Looking at the TLM Spec., the format is pretty straight forward.  I suspect
that a tool to do this already exists but so far I've only found RUDAK and
microsat WOD decoders.

Any help would be greatly appreciated.
