[amsat-bb] AO-40 Schedule Update

As the ALON for AO-40 continues to decrease (current ALON/ALAT = 332/-11), 
we have moved the scheduled events earlier in the orbit.  Note the changes 
in the RUDAK window, S/K beacon only, and transponder off settings.
