[amsat-bb] AO-40 Schedule update

AO-40's schedule has been modified slightly to reflect the decreasing 
ALON.   ALON / ALAT is now 338 / -11 and decreasing 14 degs/week.  As 
expected, we lost sun sensor lock today, so we are now officially in the 
"dead zone."   Note that the passbands are active now beginning at MA = 20, 
rather than MA = 30, and the passbands shut off at MA = 140, rather than MA 
= 180.
