[amsat-bb] PCsat status Dec 16

Sapphire stopped digitalker, and PCsat stopped CW.
I posted only carrier from Sapphire into the web below.

Keps of PCsat in AMSAT-NA's "orb01347.2l.amsat" is wrong.
I'm confirming that the following Keps in NORAD is right.
