[amsat-bb] Shorted winding in rotator

I think that the winding for "down" (i.e. anticlockwise direction) has
shorted out in the elevation rotator I am using - and its not mine.

Its an Archer [Radio Shack] Cat # 15-1220.

Does anyone know anything about these?  Does anyone have a spare elevation
rotator in Australia they would like to dispose of for a reasonable price?
