[amsat-bb] PCsat Loaded with CW

PCsat has been holding OK for over 16 hours now, so we have reloaded it
with bulletins etc.  DIGI is off, but the Commemorative once every 3
minutes CW "S" and "hi" for Marconi and OSCAR-1 are loaded.

We will hold this configuration until the 12th UTC.
