[amsat-bb] New IRC server for #amsat

Since chatnet has been so hard to get into and unreliable, Steve, N4IRS, has an 
IRC server that we can use. It should have no down times and much more 
reliable. 

Please migrate from chatnet to
server 12.26.128.93
port 7000
channel #amsat
