Jim,

A DSP filter will definitely help reduce background noise. The earlier 
DSP59+ works fine and should be available used at a lower price. It has all 
the features you need and more. There is one now on ARRL ad site

at $160. Has updated ROM he says. You might do even better on eBay.

However, I doubt that the you are getting noise from the powerline. One of 
the pleasures of S band is freedom from that ham nightmare.
