I analized here only the bottom frame in the above three frames.

^^^^^^
This is a ID of the sending station from "STARSHINE".
STRSHN>AP0422:>de N7YTK.0900
^^
This is required to make STARSHINE packets APRS compatible,
allowing them to be hosted by the APRS network.
STRSHN>AP0422:>de N7YTK.0900
^^^^
The timestamp in hex is 0422, i.e.
4 * 16^2 + 2 * 16^1 + 2 * 16^0 = 1058 seconds
This packet was generated 1058 seconds, or 17 minutes and 38 seconds
after STARSHINE deployment.
332(hex) = 818(dec)
3AA(hex) = 938(dec)
422(hex) = 1058(dec)
Therefore STARSHINE is transmitting exactly the beacon every
120 seconds.
