Note that not only do we need 9600 baud listeners on 144.39 in the USA for
our GPS engineering data on the next passes but STARSHINE needs 9600 baud
listeners on 145.825.  We only have one packet so far.  THeir orbit is
completely different, but within say 45 minnutes of PCsat, so you can do
both.

> SUMMARY:
> 1) Please stay off ALL uplinks.
> 2) IGate 145.825 1200 baud data to the internet.  DISABLE ANY/ALL UPLINKS
> 3) Email any 145.825 1200 data from remote countries (not USA/Europe)
> 4) 1800-2400z, capture and email all 9600 baud downlinks (GPS) on 144.39
> 5) Also when PCsat not in view, get 9600 TLM from Starshine on 145.825
