That web site describes the early warning radar installations in Cape Cod
(Northeastern US) and Beale AFB (Southwestern US):

Frequency: 420-450 MHz
Peak radiated power: 582.4 kW
Average radiated power: 145.6 kW
Elevation angle: 3 to 85 degrees

That should get LEILA's attention.
Even the -20 dB first side lobe should get LEILA's attention.

It would be interesting to find out the scan pattern of these radars and see
if "fits" the pattern of spontaneous LEILA sirens.  Unfortunately, the scan
pattern is probably highly variable and classified information.
