[amsat-bb] PCsat on hold.

PCsat launch on hold until a radar is fixed.  The Launch window is 2 hour
long.  We are already 30 minutes into it.  They have been working on the
radar for over 3 hours...  THey are also trying to extend the launch
widndow an additional hour by getting FAA approval.

So bottom line.  It didnt go on time.  But still may...  If still no go
after 3 hours it will slip to another day, and next 2 days look bad for
wweather.

WIndow is from 0100z to 0300z...
