[amsat-bb] PCsat Launch on TV

NASA Select TV is carrying the launch.
Weather still looks good with 90% but there is a downrange problem with a
radar.  Count continues now with 1.5 hours to go.  If radar is not fixed,
then there will be a hold at T-1 hoooour until it is fixed.

The launch window is 2 hour wide.
Time is now 1940 EDT (2340z)
