[amsat-bb] AO-40 Update RUDAK testing

As part of our commissioning procedures, RUDAK was turned on manually 
tonight at MA=52 (passbands and beacon off).
Beacon and passbands should be turned back on at approximately MA=78, but 
no later than MA=86.

Following this "one time" session, until further notice the nominal RUDAK 
sessions will be MA =70 to MA =87 as per my recent message.
