Well, even though it's not an absolute requirement, it would be nice if 
the tracking and the telemetry were in sync...that way we'd all know 
which orbit was being talked about. Many's the time the control team 
has announced they were going to do something or another during a 
particular orbit at a particular MA, and if your tracker is confused as 
to when that is, you will be too.
