AO-40 Update, Orbit 385 - New Schedule

The current ALON/ALAT for AO-40 is approximately 355/2. Because of
improved squint angles later in the orbit and poor squint angles early in
the orbit, the schedule has been modified to increase overall passband
times and shift them later in the orbit.

It is difficult to fit the full schedule into a single telemetry block, but
this format seems to work.

Note that the passbands are now on from MA 30-50 and 64-200. However, from
MA 120-130, the L1 passband is off and the L2 passband is on.

Also note that the RUDAK period has been shifted to MA 50-64. Currently
the middle beacon is also on during this time.
The middle beacon and passbands are off from MA 220-250 for eclipses.
