OK, here's a brief rundown on Australian privilidges:

Novice/Novice limited  (Novice Limited is a code free Novice)

2m - 146.000 - 148.000 MHz FM/packet, plus a packet only segment around 145
MHz.
70cm - 433 - 435 MHz FM/packet, 438 - 440 MHz FM/packet,

Novice

Segments of 80m, 15m and 10m (would have to look up the exact band limits,
as they haven't been an issue for me for a long time :) ).

Limited (highest level of code free licence)

29.0 - 29.7 MHz FM

All amateur bands 50 MHz and up, all modes.

Other licence grades have full band access.

Summary:

Novices in VK are generally unable to work satellites.  The only possible
exception is Mode K/T on the RS birds, where some of the 15m uplinks fall
within the Novice subband.

Limited licensees are able to work any amateur satellite currently orbiting,
except the RS birds when they're in Mode K, T or KT.
