AO-40 Update, Orbit 370

NEW SCHEDULE
-------------------------
The sun is moving and we are slowly approaching ALON/ALAT = 0/0 (
currently, ALON/ALAT = 345/2). To take advantage of the improving solar
angle, we have extended the U/L1 -> S2 passband from MA = 100 to MA = 120

S1/V Tx
-------
The initial tests to restart the S1 Tx have been unsuccessful. So far, as
can be seen in the telemetry, the S1 Tx does not draw current, change its
output level or warm up when the ON command is sent to it. The telemetry
clearly shows that the command has been received.

Tests are also underway on the V-Tx. Unlike the S1-Tx, the V-Tx does draw
current and indicate an output when powered up. However, no signals have
been detected. The command team has uploaded software to "exercise" the
V-band relay in the hope that the problem is related to the relay
connection between the V-Tx and the V-higain antenna. After a week or so
of cycling, the transmitter will tested again.

MOMENTUM WHEELS
---------------
As Peter reported earlier, initial tests of the momentum wheels have been
successful. A considerable number of additional tests, including software
and sensor tests will be performed before the decision is made to deploy
the solar panels and begin 3-axis stabilization. Therefore, do not expect
this in the immediate future. We will not be attempt 3-axis mode until
all possible scenarios, including recovery scenarios to spin stabilization
have been satisfactorily evaluated. The team is optimistic that we CAN
achieve 3-axis stabilization once these additional tests have been performed.
