Yeah...we faced a lot of that.  When I moved into where we live now we were 
very careful to check and make sure that amateur radio was a part of the 
community life...ie that there were towers and other antennas up.

Things were pretty easy going about that until a particular person got 
elected to the Association board and he took it upon himself to basically 
try and wipe out amateur radio.

It wasnt an easy struggle but over four years with determination (and some 
setbacks...) we changed both the climate toward amateur radio and the 
rules...ie its now a permant partof the deed restrictions (with some 
limitations...mainly tower heights...none above 85 feet).

A couple of notes that I would make.

There is probably no changing the rules if you move into a community that 
doesnt allow "ANY" outside antennas.  with wireless lans and the like I dont 
see how that type of community functions but if you move into a place with 
those rules then outside (read visible) antennas are probably not in your 
future.

If "any" outside antennas are allowed then you probably can find an opening.

Everyone needs to keep things reasonable in terms of what antennas that they 
have and to go slowly with putting them up.  Let the neighborhood get use to 
what you have in the air.  The house here is kept quite nice, the 
installation(s) are first class and the whole apperance is "neat".  (and I 
have a tall stick with an HF array and a big 70 cm with a couple of dishes 
and another two/70 stack).

Finally...stuff like "we are great in emergencies" is probably overblown in 
terms of its "selling" potential to allow something outside of the rules 
that one agrees to when you move into a place. Its a hobby and as long as 
one sells it as that then you probably can convince people to let you enjoy 
your hobby.
