DEMI 13ULNACK kit problem

I finished building the DEMI 13ULNACK kit tonight.
Everything _looks_ right, but the preamp doesn't seem to do any amplifying.
All the voltage measurements check out OK.
I set the current drain to 20 mA.
I'm using a clock osc circuit as a signal source. This gives a strong
signal out of the TranSystem downconverter into the FT-847.
When I hook the preamp to the TranSystem input, the signal on the
FT-847 is about the same as without the preamp connected.
I don't get it. If the preamp is drawing the correct amount of
current and it's voltages are correct, it should be amplifying, yes?
Maybe I'm missing something here. Does anyone have any ideas?
