It's an interesting choice of frequencies theyve made. 2304 MHz is the 
principal EME frequency in the 13 cm band.  There may be only a few dozen 13 
cm EMEers, but they've got rights too and it's great to see ARRL fighting for 
them.

AMSAT's normal policy has been to file comments only when amateur-satellite 
service frequencies are involved, which they aren't in this case.  Is there a 
consensus that we should make an exception here?
