Wayne is correct that the real LEILA, as currently configured, should notch 
the "offending" signal during the siren tone and for a couple seconds after 
the tone ceases.

I must admit that when listening a couple of nights ago, I heard several 
apparent LEILA's where the underlying signal was not notched.  In fact, the 
non-notched LEILA's outnumbered the ones with notching by more than 2 to 1, 
at least while I was listening.  I wondered if there might be a problem 
with LEILA-2, but I think we now have the better explanation.  We have one 
or more ground-based LEILA "wanna be's".
