The first thing that comes to my mind is that Ham radio is for amateurs and
not for the execution of commercial (for profit) business. Whether a
college, being a 501 corp, would be excluded would need to be ascertained.

Just had an interesting request for packet radio.
THe local System Administrator here at work just walked in and asked if
there was any way they could use PACKET RADIO as a backup for the
Internet. Seems they are being hit with so many worms and viruses that
they can't communicate. Actually, it is simple. As each new worm hits,
the first reaction is to shut down the local network and all Email.
Then the several experts on campus that are fighting the worm CANT
communicate (except by phone) but they need to exchange machine readable
notes and messages...(hard to do by voice) thus the request for a local
Packet Radio Net!
