Part 97.113(4) prohibits "messages in codes or cyphers intended 
to obscure the meaning thereof, except as otherwise provided herein", 
but 97.207 "Space Stations" provides in (f) that "transmissions may 
consist of specially coded messages intended to facilitate 
communications or related to the function of the spacecraft" and 
97.211(b) states "A [space] telecommand station may transmit special 
codes intended to obscure the meaning of telecommend messages to the 
station in space operation."
