Is it possible that they are the ham-sat equivalent of a closed 
repeater? Actually being used (perhaps when over Saudi) with an 
undisclosed uplink and downlink? 

We still don't know what's going on with Pansat these days either. 
Interesting, given the stink we raised over "Swatchsat" lo these many 
years ago.
