First correction:

That's the S2 general beacon, not the lower limit.  It should look like this:

>S2 Downlink	Converted	Uplink
>2,401.173	145.173		435.852	S2 general beacon
>2,401.225	145.225		435.800	This is the S2 passband lower limit
