[amsat-bb] AO-40 Transponders On

The U/L1 -> S2 passbands are now active from MA = 10 through MA = 99
For the moment Leila2 has been connected to the U uplink.

The current ALON/ALAT will give some very low squint angles, esp. in the 
northern hemisphere, with relatively low ranges during this first half of 
the  orbit, so signals should be excellent!  Please don't use any more 
uplink power than is needed.  ....you will NEVER be as loud as the MB!

Also remember that the passband and even the beacon will be turned off 
occasionally for RUDAK testing.  We will try to announce this.  Testing 
will probably begin next week.
